Intenté con varios otros packs de lenguaje en español (Venezuela,España, etc) y siempre queda en inglés. No funciona... ¿Cual es la idea?

I have downloaded it several times, after making sure I had the latest Thunderbird. Each time it says downloaded successfully. I close Thunderbird, wait a few seconds and open again. There is no other language except English. I have also tried to download the Spanish Mexican dictionary. Same results.
